Several high-level officials from both sides visited in each direction; the African Union (AU) and China signed a memorandum of understanding; China concluded an agreement to build a base in Djibouti; and China signed a host of bilateral agreements with African countries.
The capstone of the year’s diplomatic efforts was Forum on China-Africa Cooperation (FOCAC), hosted in Johannesburg on Dec. 4-5 and gathering delegations from 50 African countries, the African Union, and of course China.
December 2015 jinping announces 10 major Africa program
1-- The China-Africa industrialization program will boost the industrial connection and production capacity cooperation between the two sides, which includes Chinese investment, building and upgrading industrial parks in Africa, as well as helping further educate 200,000 African specialists and a quota of 40,000 trainees in China.
2-- The China-Africa agricultural modernization program will share experiences of agricultural development and expand the means of agricultural cooperation. The program includes agricultural projects to benefit 100 African villages, 30 groups of experts on agriculture, a mechanism of "10+10" cooperation between agricultural scientific research institutions on both sides, as well as providing 1 billion yuan (156 million U.S. dollars) in food aid to African countries hit by El Nino.
3-- The China-Africa infrastructure program aims at supporting the design, construction and operation of African infrastructure such as railways, roads, regional aviation, ports and electricity, including five communications universities.
4-- The China-Africa financial services program will try to expand RMB settlement and currency swap in Africa and offer more financial services.
5-- The China-Africa green development cooperation project will see China support Africa in enhancing its green, low-carbon and sustainable development ability, and help implement 100 programs on clean energy, wildlife protection, environmentally friendly agriculture and smart city construction. China-Africa cooperation will not be realized at the cost of Africa's ecosystem and long-term interests.

6-- With the China-Africa trade and investment facilitation cooperation project, China will implement 50 trade-facilitating aid programs and help Africa improve its domestic and foreign trade and investment conditions. China is willing to hold talks with African countries and regional organizations over comprehensive free trade agreements, expand the scale of Africa's exports to China, support African countries in boosting relative law enforcement ability and cooperate in areas such as e-commerce.
7 -- With the China-Africa poverty reduction cooperation project, China will increase aid to Africa while enhancing its own poverty reduction efforts. It will implement 200 "Happy Life projects" and poverty reduction projects with women and children being the main beneficiaries. China will cancel outstanding debts in the form of bilateral governmental zero-interest loans borrowed by the relevant least developed African countries that mature at the end of 2015.
8 -- The China-Africa public welfare and public health cooperation project will see China participate in establishing public health prevention and disease control and capacity building in the medical field. It will support exemplary cooperation projects between 20 hospitals respectively from China and Africa. Moreover, it will continue to dispatch medical teams and carry out medical assistance. Finally, it will provide anti-malaria drugs to the continent and encourage Chinese companies to produce drugs in Africa.
9 -- With the China-Africa people-to-people exchanges project, China will assist in the construction of five cultural centers for Africa, implement satellite TV programs for 10,000 African villages as well as provide 2,000 education places and 30,000 government scholarship places for the continent.
The project also allows for 200 African scholars to visit China and 500 African youth to research and study in China each year, provides training for 1,000 African media practitioners each year, supports the launch of more China-Africa direct flights and promotes tourism cooperation.
10 -- With the China-Africa peace and security program, China will provide 60 million U.S. dollars in free assistance to the African Union to build and maintain its army, both its regular army and crisis response, as well as support UN peacekeeping in Africa.
A project-level database – based on different sources such as media reports – released last week by the Washington-based Centre for Global Development and the AidData group, features information on 1,673 Chinese-backed projects across 51 African countries from 2000 to 2011. Most of the projects, valued at US$75 billion, went to transport and storage sectors, as well as energy generation and supply, while about US$676 million went into the health sector.
